Experts from the Agency will be available on stand QS104 in the Superyacht UK Pavilion, Darse Sud Tent to talk to industry and the public throughout the duration of the Monaco Yacht Show and clarify and reaffirm regulations, legislation and policies across the field of yacht coding, surveying, seafarer training and certification, and United Kingdom ship registration. There will be a strong focus on the new publication LY3 which is now available at the show and on line (http://www.dft.gov.uk/mca/mcga07-home/shipsandcargoes/ensign.htm ).

Paul Coley, Assistant Director Ship Standards, Maritime and Coastguard Agency, said:

“I am extremely pleased to announce the publication of the latest version of the Large Yacht Code (LY3), which is very timely, to coincide with the news that the Maritime Labour Convention (MLC) will come into force next year on 20 August 2013.  The Code includes alternative requirements for crew accommodation which provide substantial equivalence to the MLC, but are more in keeping with the practicalities and purpose of these yachts. We understand these amendments are eagerly awaited by designers and yacht builders.  We have also brought the Code up to date to include the latest technology in radio communication equipment and requirements for masts and rigging for sailing yachts.  The UK Government supports small and medium sized businesses and while these are difficult times for everyone, we recognise this sector of industry is active and remains buoyant.”

Roger Towner, Head of Seafarer Services and Ship Registration, said:

“Again, we are pleased to be returning to the Monaco Yacht Show, where we will be keen to further develop relationships with the clientele and members of the industry and further increase the profile of the MCA in the large yacht field as world leaders in maritime administration

LY3 has been developed by an industry working group in order to keep up with developments in the industry and amendments which have subsequently taken place with the international conventions for which the codes provide an alternative means of achieving compliance, more suited to these particular types of vessels.

LY3 has been published now in response to requests from industry to assist designers and builders preparing new designs.  It will also assist other flag states such as those which fly the Red Ensign who wish to apply the new code according to their own requirements and laws.

The MCA is the UK executive government agency responsible for implementing maritime safety policy
