China Yachting Conference (CYC) continues to unveil more of its Speakers to the audience. This year’s event will boast stronger than ever support from the government. Speakers from China’s most influential governmental bodies—Guangdong MSA, Guangdong CIQ, Guangzhou Customs and GZ General Station of Exit & Entry Frontier Inspection—involved into design and implementation of yacht-related laws as well as regulations, will present the latest regulatory policies of their field to CYC delegates. This is a unique opportunity to get the ”first-hand ” information on issues, which are a ”must-to-know” to everyone involved into Yachting Industry in China.
Today CYC proudly presents Mr. Gao Yu, Mr. Fang Shuchun, Mr. Zhou Yingqiang, and Mr. Zheng Hengjun.
Speaker: Gao Yu (Director of Regulations & Specifications Department, Guangdong Maritime Safety Administration)
Tentative Topic: An introduction to Yacht Safety Management Regulations
Bio: Mr. Gao Yu, Director of Regulations & Specifications Department, Guangdong Maritime Safety Administration. Possesses many years of practical experience and deep knowledge in the field of maritime law enforcement.
Speaker: Fang Shuchun (Deputy Director, Department of Supervision on Health & Quarantine, Guangdong Entry- Exit Inspection and Quarantine Bureau)
Tentative Topic: Introduction to China Inspection and Quarantine Laws & Regulations
Bio: Mr. Fang Shuchun, born in February, 1964, currently holds the position of Deputy Director of Department of Supervision on Health & Quarantine, Guangdong Entry – Exit Inspection and Quarantine Bureau. He is one of the leaders in the policies research expert team of GDCIQ; Fang is one of the co-authors of the fundamental research on sanitary port standards— “Research on International System of Sanitary Port Standards and Its Practical Implementation”, which had an honor to win a “GDCIQ First-Class Award for Excellent Scientific Research” and “Third-Class Award for Excellent Scientific Research” by General Administration of Quality Supervision, Inspection and Quarantine of the PRC.
He stimulates and plays active role in improving exit & entry inspection and quarantine methods and policies for yachts and boats.
Speaker: Zhou Yingqiang (1st Class Police Supervisor, Director of Frontier Inspection Department, Guangzhou General Station of Exit & Entry Frontier Inspection)
Tentative Topic: Procedures simplification and scientific management — key points to further improvement of yachts exit & entry
Bio: Mr. Zhou Yingqiang was born in December, 1967. From the first year he joined the forces in 1986, he has been instantly involved in Exit – Entry Frontier Inspection work. The First Class Police Supervisor, Zhou Yingqiang is currently the Director of Frontier Inspection Department at Guangzhou General Station of Exit & Entry Frontier Inspection. During his almost 30 years of work, he successively held the positions of the Head of the Investigation Team and Vice-Head of the Operation Office in Shenzhen General Station of Exit & Entry Frontier Inspection, Vice- Director of Shenzhen Huanggang Station of Exit & Entry Frontier Inspection, Director of Frontier Inspection Department at GZ General Station of Exit & Entry Frontier Inspection. In 2005 he for a year worked at Bureau of Exit and Entry Administration, Ministry of Public Security, PRC.
During almost 30-year career on the leading positions of Exit – Entry Frontier Inspection work, Zhou Yingqiang has gained abundant practical experience in this field. He is a recognized expert in China Exit & Entry policies, rules and regulations; documents identification and processing.
Zhou Yingqiang’s work results have been highly evaluated by his superiors. He has been rewarded with a number of honorary certificates and awards, including: “Special Award” by Bureau of Exit & Entry Administration (5 times), “Third Class Excellency Award for Outstanding Work Performance” (6 times), etc.
Speaker: Zheng Hengjun (Customs Supervisor First Class, Deputy Director of Division of Customs Control and Clearance, Guangzhou Customs)
Tentative Topic: Customs Laws and Regulations Regarding Yachts Exit & Entry
Bio: A graduate of Sun Yat-sen University, School of Mathematic, Master of Economics and public lawyer, Mr. Zheng Hengjun currently holds the position of Deputy Director of Division of Customs Control and Clearance, Guangzhou. He is one of the developers of H883 customs Clearance System (a large-scale comprehensive information-based administrative system utilizing computer aiding decision-making technology to control and handle the cargoes imported and exported in an all-round way). Zheng Hengjun is actively involved in work with Communist Youth League of China, youth training, and carries out discipline inspection and supervision duties.
In 2001 he worked as the Deputy Customs Director of Qingyuan Customs, being successively in charge of supervision, bond regulations, customs inspection, integral services, office work, finance, human resources, political and ideological work, etc. During his long and diverse career at the Customs, Zheng has gained a rich practical experience in different fields of customs work.
In 2012 he was appointed a Deputy Director of Division of Customs Control and Clearance at Guangzhou Customs. His current work duties cover logistics monitoring, site operations and management, integral services, office work, etc. He is also in charge of shipping bills processing and management, transportation, temporary entrance and exit, cross-border express clearance and other services, as well as their quality and effectiveness improvement. Zheng has carried out serious research and possesses expert knowledge on intelligent monitoring systems implementation and use, logistics control and visualization, customs work informatization and computerization.
